Introduction to the Event (8:30 am to 8:45 am):

Doug Tessier is the Acting Senior Vice President of Development and Implementation for eHealth Ontario. Doug joined eHealth Ontario in April 2009 after 26 years of service with the Ministry of Health and Long-Term Care. While at the Ministry, Doug led the eHealth Program driving the strategy and governance Cabinet submissions that created eHealth Ontario. His leadership in ehealth has included roles as the first chair of Canada’s Electronic Health Record Working Group and co-chair of the Interoperability Working Group of the Advisory Committee on Health Informatics;


Session 1: Identity Federation and Federated Trust:  An Overview

Access into the Electronic Health Record will be enabled through the Identity Federation. The Identity, Access, and Privacy Program at eHealth Ontario is developing the technology and business framework to support access into the Electronic Health Record.

The Vendor Information Session is an opportunity for vendors to learn more about the eHealth Identity Federation and the mechanisms for enabling trust between organizations. The session will be of interest to those involved in Privacy, Security, Authentication, Authorization, and Identity Management domains.

Marlene Robinson is the Vice President for the Identity Access Program, Medication Management and Panorama at eHealth Ontario. In this role Marlene is responsible for the development and implementation of the Federated Trust Model and Identity Management for the eHealth systems under development. Prior to joining eHealth Ontario in May 2009, Marlene had over 10 years experience as a Chief Information Officer most recently at Mount Sinai Hospital and the North American operations of a large British owned global travel company. Other senior IT roles were in large organizations including Canadian Tire and General Electric Canada.

Peter Villeneuve is the lead for the User Registry Project at eHealth Ontario. In this role, Peter is responsible for the design and development of the User Registry solution and the enablement of the eHealth Identity Federation across Ontario.  Prior to joining eHealth Ontario, Peter has been involved in numerous large scale delivery projects involving significant business and technology change.

Session 2: The Provincial Reference Model for Alternate Level of Care Resource Matching and Referral (ALC RM & R)

The vendor information session will provide context on the Alternate Level of Care Resource Matching and Referral (RM & R) project, provide an overview of the Provincial Reference Model (PRM), and answer any questions on the provincial guidelines.

The PRM is a set of provincial guidelines to assist Local Health Integration Networks (LHINs) and health service providers (HSP) with implementation of resource matching and referral solutions. The PRM will help to promote standardized processes and practices for referral management, recognizing that flexibility may be required to factor in local business needs. Vendors with interest in Resource Matching & Referral solutions will want to have a general understanding of the PRM if they are seeking to respond to LHIN/HSPs RM & R solution requirements. The PRM focus is on referrals from acute care to post-acute care settings for four specific in-scope referral pathways: long-term care, in-home services, rehabilitation; and complex continuing care.

The PRM has been developed as part of the ALC RM & R project, an eHealth Ontario sponsored project, which is part of the Wait Times clinical priority in the eHealth strategy. The project is being executed in partnership with Cancer Care Ontario as part of their Access to Care Program, which is responsible for a number of provincial Wait Times initiatives.

Rimmy Kaur is the Senior Program Manager at Cancer Care Ontario where she is responsible for the provincial ALC Resource Matching & Referral (RM&R) project. In this role, Rimmy led the development and release of the Provincial Reference Model which was issued to Ontario’s 14 Local Health Integrated Networks (LHINs) in December 2009. Prior to joining Cancer Care Ontario, Rimmy was with Shared Information Management Services (SIMS) at University Health Network where she was responsible for the IM/IT project portfolio for Toronto Central Community Care Access Centre.

Stephen McAteer is the Clinical Liaison with the Access to Care Information Program at Cancer Care Ontario. Stephen served as a member of the ALC Definition Working Group charged with drafting the new provincial ALC definition. He is currently involved in the planning for the upcoming beta deployment for the Wait Time Information System-ALC application in preparation for a full provincial release by summer 2011. 

Dwayne Pickering has been with eHealth Ontario, previously Smart Systems for Health Agency (SSHA), for over five years and is the Information Architect with the Enterprise Architecture team. Dwayne has spent the last 18 years in IT and the past seven years as an Architect.
