When the Commission on the Reform of Ontario Public Services released its report last month, it carried some very sobering messages for Ontario and the wider Canadian economy. It shone a spotlight on facts that are public knowledge but that we all would prefer to forget, such as the fact that the province’s debt ratio has doubled to 35%; its unemployment rate has been above the national average for the past five years; and that Ontario personal incomes (that once soared above the national average) fell below the average in 2011. The report was a call to action to take measures now to avert fiscal catastrophe in the not too distant future. And it delivered 362 clear and very specific recommendations on the measures to take across the full spectrum of provincial government services from health and education to infrastructure real estate and electricity. It also called for a major overhaul of the $3.6 billion Ontario spends in programs to support business in favour of a more coordinated approach that focuses on innovation and productivity. Queen’s Park has signalled that the report will be a key reference for the authors of the upcoming provincial budget. Clearly, for Canada’s most populous province, change is going to come.
