Ontario’s Change Mission in a Digital Age

In today’s world, people expect government services to be as simple, seamless and intuitive as streaming a show on Netflix, shopping on Amazon or booking a vacation through Expedia. To meet public expectations, innovative public sector organizations are applying user-centred methodologies and modern technologies to radically transform the design and delivery of services. Ontario has become a North American leader in the global movement to improve the online experience for people and business.  In an up-close fireside chat, Ontario’s first Chief Digital Officer, Hillary Hartley, will speak to the ethos behind the organizational transformation underway in the provincial government, and how the Ontario Digital Service plans to collaborate with both internal and external partners to advance the mission of making government simpler, faster and better.

Chief Digital and Data Officer, Deputy Minister, Cabinet Office

Hillary Hartley is Ontario’s Chief Digital and Data Officer and Deputy Minister, Cabinet Office. As the head of the Ontario Digital Service, Hillary is responsible for leading the government’s digital transformation efforts and the administration of the Simpler, Faster, Better Services Act to deliver simpler, more easily accessible services for the people, communities and businesses of Ontario.

Hillary joined the provincial government in April 2017 as Deputy Minister Responsible for Digital Government. She also served as Deputy Minister of Consumer Services, where she led the government’s retail services operation (ServiceOntario), and programs focused on consumer protection.

Previously, Hillary was the Deputy Executive Director of 18F, a digital services agency in the U.S. federal government, and was a Presidential Innovation Fellow in 2013. She has worked with governments, across jurisdictions, for more than twenty years, serving as a director at NIC Inc., an organization that helps governments deliver programs and services online.

Bob Osborn

Federal CTO, ServiceNow

Robert (Bob) Osborn is Chief Technology Officer for Service Now (Federal). Bob is an accomplished senior executive who has held many high level IT leadership positions, including Director of Logistics IT for the U.S. Army G4, Deputy J6/CIO for U.S. Transportation Command, and CIO of the National Nuclear Security Administration where he was responsible for the Nation’s nuclear weapons design and manufacturing information. He has led major IT and organizational transformations throughout his career and is an acknowledged thought leader recognized across the public sector market. As a user of ServiceNow, Bob led ITIL based Enterprise Service Management standardization within the Federal Government. Bob also served as a United States Marine Corps officer for 27 years.
